Mountain town gets P7 m project
TUBLAY, Benguet—Mayor Ruben E. Paoad said P7.2 million will be spent on grassroots development for the fifth-class municipality.
Tublay is among 50 target localities to implement in the Cordillera Administrative Region the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services-National Community Driven Development Program (KALAHI CIDSS-NCDDP) of the Department of Social Welfare and Development (DSWD).
“We value this kind of project,” Paoad said.”In fact we already deposited the municipality’s counterpart.”
According to Janet Armas, DSWD-CAR director, said Tublay will contribute about P600,000 from its public coffers.
For 2015, the KALAHI CIDSS- NCDDP will follow the Grassroots Participatory Budgeting Process (GPBP) Policy Guidelines or the DBM-DILG-DSWD-NAPC Joint Memorandum Circular 4.
Barangay Chairman Gabriel L. Toribio expressed full support of villages for economic growth.
“In behalf of the Association of Barangay Captains, we are willing to accept and support the project. Let’s do our work together for the people,” he said.
Barangay Basil Treasurer Jenilyn W. Fianz said the program was set for Community Planning and Proposal Preparation and Approval, the second stage of the Community Empowerment Activity Cycle (CEAC).
“As a community volunteer, I can encourage other people to work together. If there is more, the output is better,” she said.
“As a barangay treasurer, I can promote accountability in the use of finances, keep watch on the right use of funds for the project, and share my knowledge on the right process of using funds.”
She said the five-stage CEAC involved local planning, budgeting, implementing, and monitoring of the program at the community level.
The municipality of Tublay is set to proceed to planning and proposal making based on identified community needs. This is (CEAC) being followed by the KALAHI CIDSS- NCDDP. ###
